With the "Plots" Force command, you can carry out stratagems against other forces. Deployed officers and those outside the castle, as well as officers who have already acted cannot be the acting officer. - A city controlled by your own force
- A city neighboring one controlled by your own force
However, the controlled areas of allied forces and forces in the same coalition cannot be targeted.

Success is easier under the following conditions:
- INT of acting officer is high.
- INT of Warlord of the acting force is high. (If there is no appointed Warlord, then if the CHA of the Ruler of the acting force is high.)
- Public order of the target area is low.
Also, success becomes harder under the following conditions:
- INT of the Warlord of the force of the target area is high.
- INT of the area overseer of the target area is high.
- Public order of the target area is high.
Estrange
A plot that involves spreading a malicious rumor about the Ruler among the retainers of that target force. If successful, the loyalty of the target officer to their Ruler will decrease.
To be successful...
Success is easier under the following conditions:
- INT of acting officer is high.
- INT of Warlord of the acting force is high.
- The target officer has an adversarial relation with their Ruler.
Also, success becomes harder under the following conditions:
- INT of target officer is high.
- INT of Warlord of the target force is high.
Placation
Placate the people of empty spaces or of areas under the control of other forces (cannot be used on areas with bases) in order to gain control.
If successful, you no longer need to deploy a unit to conquer it. This can be carried out in the following areas:
- Areas affiliated with your own controlled city.
- An area adjacent to your own controlled area, and that belongs to a city adjacent to a city controlled by your force.
However, you cannot target the area of an allied force.

- INT of Warlord of the acting force is high.
- Public order of the target area is low.
Also, success becomes harder under the following conditions:
- INT of the Warlord of the force of the target area is high.
- INT or CHA of the area overseer of the target area is high.
- INT of the Governor of the city of the target area is high.
- Public order of the target area is high.
Unattended Home
Incite the Governor or Viceroy of another force to rebel and form their own force. This cannot be carried out in the city where the Ruler or the Emperor of the Later Han is located.

Spread malicious rumors regarding the goal force (the force you want to defame) in the main base of the target force (the force you want to convince), and degrade the relations between the two.

- INT of the Warlord (Ruler) of the acting force is high.
- Public order of the target area's main base is low.
- The foreign relations between the target force and the goal force are bad.
Also, success becomes harder under the following conditions:
- INT of the Warlord (Ruler) of the target force is high.
- INT of the Warlord (Ruler) of the goal force is high.
- Public order of the target area's main base is high.
- The foreign relations between the target force and the goal force are good.
